If we neglect these duties, we ignore that the ability to disclose information reflects our degree of scientific culture, while the ability to disseminate shows to what extent we have a good command of our field of expertise. A scientist who would be able to both disclose and disseminate information about their findings would be a truly literate and competent scientist.
