Nearly all children have access to primary education. However, it appears that universal primary education have become false entitlements for the poor and marginalized groups. The education available to them has been and still of poor quality. Compared to other regions of the world, Latin America's record in education has been weak. The region's social inequality makes education progress hard, and the poor education record has helped perpetuate the region's social inequality. Given the sociocultural diversity that characterizes Latin American peoples, educational quality implies recognizing the need to diversify educational processes and a better distribution of public resources invested in education. Building up teacher knowledge, pedagogy, and commitment as well as providing adequate and appropriate teaching materials may sustain the needed Reforms. Paulo Freire's pedagogy was proved and developed through a series of repeated experiences during more than twenty years in rural and urban context.
