In the public administration, in the government, represented by the government dependencies, as public officials who are rationale and basis for these units, by having the commitment of efficiently responding the society demands in order to fulfill the social needs and to maintain the growing service vocation in the office conferred, honesty and transparency in the management of public resources, left a historical trail of corruption. The honest and efficient application of the public resources is a permanent government task, because it derives in a large part the welfare of society and thereby strengthens confidence in public institutions.
