| Summary: | The present study focuses on the topic of the mission and influence of the Russian official P. P. Svinin in reorganizing the administration of Bessarabia. He was sent to Chisinau for the purposes of the examination of the way of administration of the region by the General I. Harting and the verification of the Bessarabian nobility protests, as well. There are displayed, analyzed and properly assessed the reports sent by P. P. Svinin to the heads from Petersburg and their influence on the new political course of the tsarism towards Bessarabia expressed in the development of a new establishment for the management of the region. P. Svinin proved the existence of the local laws and customs, explaining the sources of the Moldovan right as well.
