As a result of the analysis of the economic literature, it is revealed that scientists propose to distinguish between such concepts as “development” and “growth”. However, attention is focused on the fact that in a specific time interval, development can be represented as growth, improvement, and other types of changes. It is shown that development and growth are interrelated concepts, thus they should not be opposed. By analyzing, systematizing and summarizing scientific works of a number of scientists, definitions of the term “development” based on imperative concepts “process” and “change” are considered. It is revealed that the objects of development are processes of growth of an enterprise’s size and its indicators; improvement of its system; transition to a new state; transformation of the enterprise; changes in the characteristics of the enterprise’s system, its activity, state, its movement trajectories, as well as changes of the enterprise itself. It is substantiated that, considering the changes, it is necessary to distinguish two dimensions: changes as a manifestation of changes in the internal environment and / or the external environment of an enterprise due to the influence of various factors and / or stakeholders; changes as the response of the enterprise to the above changes. However, such changes may be unplanned and / or represent the result of the action of specially developed events. The existing approaches to defining the essence of the concept “development” are complemented by the integral, structural, as well as structural and synergetic approach. It is noted that the typologization of approaches to the essence of the category “development” will depend, first of all, on the research goal. In studying the basic laws of development, attention is focused on its common features with the category of economic resilience.
