Research and Development was conducted including 3 phases ; phase 1: studying of elements and indicators of Thai learning management to enhance students’ critical thinking for secondary schools under the Nakhon Ratchasima provincial administration organization, validated by 5 experts, phase 2: current condition and desirable condition study of Thai learning management to enhance students’ critical thinking for secondary schools under the Nakhon Ratchasima provincial administration organization form sampling, 136 Thai teachers, phase 3: the development of teacher development program in Thai learning management to enhance students’ critical thinking for secondary schools under the Nakhon Ratchasima provincial administration organization, confirmed by 5 experts. The research tools were the questionnaire, interview and evaluation form. The statistics used for data analysis consisted of the percentage, mean, standard Deviation and Modified Priority Needs Index (PNImodified). The research findings were as follows: 1. The elements of Thai learning management to enhance students’ critical thinking for secondary schools under the Nakhon Ratchasima provincial administration organization validated by 5 experts, in overall, were in the highest level. 2. The current condition of Thai learning management to enhance students’ critical thinking for secondary schools under the Nakhon Ratchasima provincial administration organization was in high level and the desirable condition, in overall, was in the highest level. 3. The developed program, the teacher development program in Thai learning management to enhance students’ critical thinking for secondary schools under the Nakhon Ratchasima provincial administration organization, consisted of program elements including: 1) the rationale and approach of program, 2) the objectives of program, 3) goal of program, 4) content and activities: 4.1) the learning objective determination, 4.2) the consideration of student readiness, 4.3) the content determination, 4.4) learning activity management, 4.5) evaluation, and 4.6) feedback for 118 hours, and 5) program assessment. The development techniques were: 1) training, 2) personal development. The development was implemented by 4 steps including: step 1) pre-development assessment, 2) the development, 3) the integration during working, and 4) post-development assessment.
