The effectiveness of the higher education system is largely determined by the motivation of students to learn. In this paper, it is proposed, on the basis of empirical data, to investigate the processes that affect the motivation of students to master a profession. The polls were conducted in the form of monitoring. For the entire time from 2017 to 2021, 1 396 students were interviewed. The paper explores various factors that influence motivation, from career choice to job expectations. For the joint analysis of factors, it is proposed to use a cognitive model in the work. The practical significance of the cognitive model lies not so much in the detection of significant connections, but in the numerical assessment of the significance of these connections. The model makes it possible to identify bottlenecks in the process of increasing motivation to learn and, on this basis, to make an informed choice of management decisions. Analysis of the general picture in the Primorsky krai indicates insufficient motivation of students to study and the need to make managerial decisions to adjust the educational process. In many ways, the low motivation of students is due to the attitude of employers. There is a low demand for innovative knowledge on the labor market. To increase the motivation of students to master the profession, it is necessary to expand partnerships between educational institutions of higher education and employers. It is necessary to increase the interest of enterprises in new products and technologies.
