The appearance of the section of the I.R.M.S. in Chisinau and later — the Music College as a branch of this organization, allowed it to become one of the most musically developed cities from the South East of the Russian Empire. On the basis of the documents found in the National Archives (particularly „The Music School Programme in special and compulsory piano”, the newspapers of that time, works of V. Gutor and V.
