Summary:<p>Ukraine and Russia are linked by a common centuries-old history. Our countries are faced against difficulties as the long-pending modernization of the economy and natural decline in the population, obsolescence of fixed funds and lack of investment, need for reorganization in social sphere, etc.</p><p>The authors consider the cross-border cooperation as the essential part of consensus searching between Russia and Ukraine , the condition for living standards and growth in prosperity of millions of people in the borderlands.</p><p>This article is based on the first results of the Ukrainian-Russian project, which purpose is to create the Atlas Information System (AIS) for identifying priorities in cross-border cooperation and coordinated spatial development of the Russian and Ukranian cross-border regions, based on inventory of natural, social and economic opportunities and comparison study of trends of evolution.</p><p> </p>
