It was defined conceptual apparatus, described the object of examination, clarified certain aspects of the functions of examination, determined the basic tasks of expertise, summarized the principles of expertise (scientific, personalization, active involvement in the learning process), described the requirements to the participants of EER expertise, grounded EER accordance to didactic and methodological requirements, described an algorithm of preparation for  the examination object to determine compliance with the requirements of didactic.
