How question to be answered in the approach of this work, arose: what the foundations of the social function of teaching and in contributing to the process of maintaining this course in the duration of the PROEM (1996-2002)? To answer this problem, we investigated whether a State College located in western Paran who resisted the termination of the course of theaching. This school has been taken as a field of research, mainly for being at the time of PROEM, important reference for training teachers in the region. The research, interviews with former directors, former educator, teacher and former student of the course. Considering the data collected, it is clear that the social function of the Teaching Course is structured (structured itself) on two fundamentals: the relationship between teacher training and expansion and improvement of elementary education or primary education and the relationship between qualification work and possibilities of entering the labor market.
