Summary:<p class="Style4">In article established practices of the organization of control and supervision of Bank of Russia of activity of the Russian commercial banks are considered.  The analysis is carried out and the assessment of a level of development of a substantial component of bank regulation and supervision is given.</p><p class="Style4"><strong>Purpose:</strong> Research of tendencies and problems in the organization of control and supervising activity of Bank of Russia at the present stage.</p><p class="Style4"><strong>Methodology:</strong> General scientific methods were used: analysis and synthesis, comparisons, generalizations, system approach. In the course of use of the actual material methods of the economical and statistical analysis were used.</p><p><strong>Results:</strong> The conclusion that the excessive and bureaucratized control from the Central bank interferes with dynamic development of the banking sector is drawn. It is required to generation of the new thinking which is expressing in transfer of accent from need of strict, in many respects of formal, application of bank instructions and regulations on formation of professional opinion of the controler, increase of its responsibility for results of checks.</p><p class="Standard"><strong>DOI: <a href="http://dx.doi.org/10.12731/2218-7405-2013-3-1">http://dx.doi.org/10.12731/2218-7405-2013-3-1</a></strong></p>
