Summary:The emergence of vulnerability is the result of the interaction of available resources for individuals and communities, and life issues facing. It is the result of developmental problems, personal incapacity, disadvantaged social status, inadequacy of interpersonal and support networks, degraded neighborhoods and environments, and complex interactions of these factors throughout life. The importance given to various vulnerabilities or their neglect reflects social values. The causes of the vulnerability can be multiple, thus: causes of individual challenges, community or macro-population challenges where intervention requires different types of approaches - from social and economic development of communities, from educational and income policies, to individual medical interventions. The answer to social vulnerability problem is social assistance, which has undergone various changes over time, requiring continuous adaptation to the variety of objectives and social values with meanings and approaches that have a relationship with the social, cultural and political environment. Social services are provided in various forms in the community, when different social problems and needs arise.
