Author proves that universities, despite a number of constraints, are paying special attention to the development of science, are creating a platform for the dissemination of the results in society. The paper compares the publishing and project activity of leading universities in the Republic of Moldova, examines their role in the training of scientific personnel. Particular attention is drawn to the fact of the unequal distribution of funds for research that does not motivate the teaching staff of universities to occupy with science and not always correctly defines the policy of the Republic of Moldova in the priority areas of the national economy. Comparing indicators of performance in science within various countries and the involvement level of graduates in research, the author comes to conclusion of a necessity to refer to an European experience, where research activities of higher education institutions are welcomed and strongly supported by the state, private business structures and autonomous university’s policy, which is all important in the circumstance of Moldovan signing of the European Union Association Agreement.http://akademos.asm.md/files/Problemele%20dezvoltarii%20stiintei.pdfscientific activityeducational processinstitutional projectsintelectual potential
