The obstacles and opportunities of development of education of Ukraine are studied, in particular, by using international ratings. The international educational and scientific programs and projects effective in Ukraine, in particular the programs of «double diplomas», the EU programs – «Horizon 2020», «Tempus», «Erasmus+» and others were analyzed. The results of the students’ survey about the reasons of choice of the international programs, in particular «double diplomas», are provided.
