Summary: | The causes, circumstances and consequences of the information aggression of the Russian Federation against the Ukrainian state are covered, the leading manipulative techniques and methods are characterized, the main methods used by the Russian propaganda are singled out. Insufficient formation of scientific and methodological substantiations and explanations for actions in such situations, weak coordination of actions of state authorities, civil society, expert and scientific circles, journalists to counteract Russian information aggression are emphasized.The concepts and main components of strategic communications are highlighted, their definitions are given. The issue of introduction of the system of strategic communications in the country, its role and place in creation of the effective mechanism of counteraction to information aggression by the Russian Federation is analyzed. It is emphasized that the system of strategic communications is an adequate comprehensive tool could be used by public administration in the context of actualization of new challenges to the information and communication space.The expediency of involving the keading Ukrainian libraries, in particular their information-analytical subdivisions (taking into account the experience of the VI Vernadsky National Library of Ukraine) in the development of the system of strategic communications is noted. It is emphasized that it provides additional opportunities for monitoring and analysis of current problems of society on the basis of open sources of information, library collections for the needs of government agencies; on the other hand − promotes the dissemination of socially important information among the population.
