Summary:The criminal intervention of the European Union has been marked by a movement of expansion, of intensive acceleration and proliferation of legal instruments, especially since the Treaty of Lisbon, emphasizing the logic of mutual recognition, cooperation and harmonization. The European Union is one step away from initiating a transnational criminal prosecution through the publication of Council Regulation (EU) 2017/1939 of 12 October 2017 implementing enhanced cooperation on the establishment of the European Public Prosecutor’s Office (‘the EPPO’). On the basis of the evolution and metamorphoses felt in criminal intervention in the European Union, especially since the Treaty of Lisbon, which are intended to give an initial account, the main aim of this work is to understand the meaning and scope of the European Public Prosecutor's Regulation, capturing the new model of criminal intervention that is on the horizon. Are we one step closer to criminal integration, or is the European Public Prosecutor's Office just another step on this path? What is its contribution to a true criminal justice system? And on this path, should the European Public Prosecutor's Office see its scope extended to certain “serious crimes with a cross-border dimension”?
