The transformation of the Paulistan Municipal public school from administrative unity to expense unity constitutes the first step to the consolidation of the article 15 of the Law number 9.394 of December 20th 1996, which establishes the principle of administrative, pedagogical and financing autonomy of schools. The analysis will seek to establish a link between the possibility of the school´s financial autonomy and its articulation with the education financing and with the Brazilian educational policy problems.http://www.redalyc.org/articulo.oa?id=71580108
