Summary:The article highlights the necessity and problems of financial support for the functioning of state and non-state social insurance funds. The functioning and advantages of the world and European model of social protection of the population are considered. The formation of a cumulative state system of social security of a hybrid nature based on the model of Germany with adaptation to domestic conditions is proposed, where each worker is offered to provide an individual insurance number, which will simultaneously be the number of his insurance account. Taking into account the world experience in organizing social welfare and protection of the population in Ukraine, the promising direction of improving the social sphere is the introduction of high European standards and standards for effective social protection of the population and modern targeted social services for the vulnerable categories of the population - the elderly, the disabled, orphans, single disabled citizens, and other socially vulnerable strata of the population. Increasing the efficiency of financial provision of state social insurance funds, possibly due to systematic improvement of the main macroeconomic indicators, increasing the effectiveness of the financial mechanism of social insurance and attracting business in order to expand the financial capacity of the insurance system.
