Summary:<p>In her article the author tries to establish linkage between the events that took place at the turn of the 20<sup>th</sup> – 21<sup>st</sup> centuries and the aspiration of some countries for negating or limiting their jurisdiction with respect to international law due to the international bipolar system disintegration. It should be noted that the globalization, regionalization and glocalization processes are detected as new phenomenon that arouse as a result of international relations system evolution. The article reveals socio-philosophical content of globalization phenomenon in the nature of both spatial and civilization development of the modern world. The author highlights the necessity of theoretical basis generation so that to favour scientific discourse on the globalization issues in the light of new actors (megalopolises) in the international relations system. Laying stress on the major cities as the international activity centers, the author emphasizes the requirement for comprehensive analysis of their involvement into the transformation processes. The intensification of local against global actors’ position is indicated by the author in the article.
