Attention is paid to the identification of those reserves, the use of which will make it possible to carry out the breakthrough tasks defined by the May Decree of Russian President Vladimir Putin “On National Purposes and Strategic Development Challenges of the Russian Federation until 2024” (No. 204, May 2018).
