Summary:The Director of the Public Verdict Foundation, who took a very active part in the discussions/ recommendations on police reform in Russia, describes the evolution of civil society organizations in regards to  police issues. Their professionalization in the defense of victims of police violence and in the use of legal mechanisms, as well as their growing expertise went hand in hand with the deepening crisis of the institution, that they long emphasized. The reform initiated by D. Medvedev allowed them  to express their views and recommendations, even if the power has taken them into account only partially. They will continue to make proposals.
