Regardless of different suppositions concerning "development" and its various strategies leading to the ambiguity of the term, what seriously matters today is the management of the process which turns the country from an undesirable and unacceptable level to a desirable and acceptable standard. <br /><br />The valuable experience of South East Asian contries in the process of development suggests the vital and significant role of the management of development in the process of development. <br /><br />Indeed, development requires a powerful and effective management. The history of five reconstructive plans prior to the victory of the Islamic revolution, and almost four development plans in the government of the Islamic republic of Iran and their failure in expected goals is a problem which directs the experts on the country,s development issues toward a scientific pathology of the management of development. In this regard, the political elite of the country that play a fundamental role in high level decision-makings enjoy an outstanding place.
