Summary: | For an accurate assessment of the situation in science and innovation are often used the comparisons between national and international statistical indicators and in this context it is fundamentally to use the same assessment tools. However, the application of international statistical methodologies in Moldova encounters some difficulties caused mainly by the specific of activities within higher education institutions. Academic staff performs scientific work within the scientific-pedagogical task, which is not financed from the science budget. Thus is important to record this scientific potential in order to not overestimate nor underestimate the human, financial and logistical resources.
Another issue covered in the article is the list of indicators that characterize human resources. National statistics are limited to track individuals, while in international practice is widely used indicator Full Time Equivalent (FTE), which allows a more accurate estimate of the cost effectiveness relationship.
