Considered are two extreme points of the education system: pre-school level and universities. The authors analyze the current conditions of interaction between the state and business in creation and operation of pre-school institutions, offer measures to stimulate the attraction of investments and competencies of the private sector to pre-school educational infrastructure and identify prospects of public-private partnership in this area.
