Summary:The article is focused on public-private partnership (PPP) as an efficient instrument of the development of education and, in general, the social sphere in the Russian Federation. Considered are two extreme points of the education system: pre-school level and universities. The authors analyze the current conditions of interaction between the state and business in creation and operation of pre-school institutions, offer measures to stimulate the attraction of investments and competencies of the private sector to pre-school educational infrastructure and identify prospects of public-private partnership in this area. The transfer function of universities is examined, and public-private partnership system enhancement is substantiated as one of the basic factors responsible for the underlying the extensiveness and results of the integration process between the state and the private sector in the context of transition to knowledgebased economy.
