One position argues that this new phase in international politics has its roots in the years 1989–1990, with the fall of the Berlin Wall and the collapse of the Soviet Union; another school of thought holds that events which have taken place since the attacks fall within a political framework that has been in existence since 1997–1998, articulated primarily in the "Project for a New American Century", a document written by a group of neo-conservative thinkers. (This latter argument does not necessarily connote any suggestion of a conspiracy theory.)
