Summary: | The paper carries out a critical review of the so-called construct systems of innovation (SI) and its relationship with the design and development of public policies on Science and Technology, structural and systemic competitiveness. The research highlights the limitations and scope of innovation systems in what refers to its ability to prescriptive, descriptive and explanatory revealing that he does not have the level of a theory. For this reason, it is relevant to point out that comparisons relating to expenditure on Science and Technology with other countries, or the constant claim of greater budget, I comparisons decontextualized about the characteristics of a particular SNI, with claims of imitating, move, or repeat experiences or learnings that can be considered successful, are comparisons that, in the best of cases will qualify as naive.
