Summary: | This article has for objective to analyze the conception of public school of quality that meets, in an implicit or explicit way, expressed in the official documents sent by State Secretariat of Education of São Paulo in the period understood among the years of 1997 and 1998, period of great transformations in the teaching net of the São Paulo State. The analysis will based on two fields of understanding of the quality concept that seem arose in the decade of 1990: quality associated with the academic results and quality as right that if express also in the right of access to the knowledge. For in such a way one became fulfilled the survey, the organization and the analysis of all the official documents related to the thematic of the quality in what it relates the obligatory learning stage had as basic education (07 to 14 years).
