The study is based on the theory (the perspective) of an analytics of government. The findings highlight the central meaning of social exclusion and community as security practices wherein social exclusion is seen as a threat to security and a risk for crime. Indeed, community-based crime prevention plays a central role in the programmes along with the worry about serious crimes and the high level of homicides.
