The recognition of disability as a difference, in a positive lens and, consequently, of the person with disabilities as a citizen, is to protect their rights in the national and international order. However, the legal mechanisms have not been sufficient to drive it away from the reality of exclusion experienced. Therefore, it is necessary to think of the public policies of attention to the person with disabilities, in particular, of education, in order to pursue not only the inclusion of the disabled person, but the transformation of society and, above all, the realization of social justice.
