The article presents a systematical literature review and practice of mechanisms and policies for capital generation to invest in transportation infrastructures to connect and boost economic growth in localities in the southern key economic region. The article uses qualitative research methods to analyze policy-related data. Firstly, mechanisms, policies and capital sources are summarized to lay the foundation of transportation infrastructure funding based on studying literature reviews and experiences of developed and emerging countries. Then, mechanisms, policies and capital sources for transportation infrastructure investments are analyzed and evaluated based on a survey of experts and practitioners to indicate the gap between literature reviews and practices. Lastly, some conclusions and recommendations of mechanisms, policies and capital sources are proposed to reduce the gap between theory and practice.
