Bludov and others. World view of the generation of rational bureaucrats was formed under the influence of ideology of the french Enlightenment, teachings of the french liberals during the Restoration period, the russian literature. Ruzhitskaya has highlighted distinguishing features of the new civil cervants who promoted reforms on condition of their apprival by the autocracy.http://journals.rudn.ru/russian-history/article/view/18839
