At the same time, an increase in the dimension of the system requires the construction of models not only for particular situations of the objective environment, but also for models that take into account the nature of the dynamics of changes in the parameters of the management process throughout the planning horizon. The article considers the problem from the perspective of information theory, which allows the most abstract method (not limited to a specific subject area) to carry out modeling and optimization of the structure of a control system with a complex, unparalleled project. Information in the economic system is heterogeneous, probabilistic, and has various quantitative characteristics, used to varying degrees in the modeling of complex management processes. The problem of synthesizing the structure of an organizational management system includes the choice of the number of levels and subsystems, as well as the principles of management organization; synthesis of the structure of the system for collecting, transmitting and processing information; addressing issues related to optimizing the hierarchy of the system, ensuring the effective performance of management functions and the achievement of goals. In the tasks of analysis and synthesis of the organizational structure of unique projects, the apparatus of the transfer functions of the classical control theory is used. The organizational structure was modeled at the most abstract level in terms of information theory. The proposed method of optimizing the organizational structure, taking into account the principle of the information value of the resources of the management system. The representation of the management process as a transitional process (a dynamic process of information transformation) allows to reconcile the dynamic characteristics of the control system hardware and the human factor operating in it.https://www.vestnik-vsuet.ru/vguit/article/view/1915control theory, system analysis, information theory, program-target approach, organizational structure, unique project
