Potential and tools capable of cooperation in a decentralized communities

This article presents the thesis concerning key importance of the stage of development potential use comparing by the stage of community enlargement. The potential forms of community’s cooperation, tasks, principles and the positive effects of community’s cooperation are shown. The main documents for law supplement of community’s cooperation are presented, which regulate the process of community’s cooperation and peculiarities of the agreements for different forms. The tools for strengthening of the community’s development are present. The key moments for attention during community’s strategy development process are define. The using of the project management during community’s enlargement and forming of the community’s cooperation objects is shown, including the new forms of the projects, spheres and peculiarities of which are characterize.
