Methodology: since the qualitative methodology was taken as an analysis support of the founded theory and the symbolic interactionism method; it was used as a theory-empiric referent the contributions of the urban sociology and the urban marketing in the first stage; the participant observation and the focus group sessions in the comprehension of the perception in regards of the management and the meaning of city in the current citizen with respect to the second stage. Results and conclusions: It was identified the difference between the city model and the citizen culture, on each government, finding dissimilar looks as the neo-institutionalists, that keeps some present needs in previous periods and the undeniable presence of the globalizer processes in the conformation of the city.http://www.funlam.edu.co/revistas/index.php/RCCS/article/view/3059política de gobiernoculturaciudadjóvenes
