The Evaluation of Web pages of State Universities’ Usability via Content Analysis

Within the scope of e-transformation project in Turkey, the “Preparation of Guideline for State Institutions’ Web Pages” action has been carried out for ensuring the minimal cohesiveness among government institutions’ and organizations’ Web pages in terms of design and content. As a result of those efforts, the first edition of “Guideline for State Institutions’ Web Pages” has been prepared in year 2006. The second edition of this guideline has been published in year 2009 under in simpler form under the name of “Guideline and Suggestions for the Standards of Governmental Institutions’ Web Pages”. It became compulsory for local and central level governmental institutions and organizations to obey the procedures and principles stated in Guideline. Through this Guideline, the preparation of websites of governmental institutions in harmony with mentioned standards, and updating them in parallel with changing conditions and requirements have been brought to agenda especially in recent years. In this study, by considering the characteristics stated in Guideline, the webpages of state universities’ have been assessed through “content analysis”. Considering that the webpages of universities are being visited by hundreds of visitors daily, it is required to ensure the effective, productive and comfortable usability. For this reason, by analyzing their webpages, the object is to determine to what extend the state universities implement the compulsory principles stated in Guideline, the webpages of universities have been assessed in this study from the aspects of compliance with standards, usability, and accessibility
