The author believes that the government should develop a comprehensive program to stimulate the industrial development: on the one hand, it should facilitate the transition to a more balanced production pattern and, on the other hand, should push the companies towards producing innovative and competitive products. At the same time as a part of the stimulus program, the government should adopt a list of criteria to be met by a company which expects to receive government support.
