(2) to study current and desirable conditions of performance management. (3) to develop program for supporting performance management and learning activities of secondary school teachers. (4) to study the efficiency in using the program by using the Research and Development consisted of 4 phases as follows: Phase 1 ; the study of the elements and indications of performance management and learning activities of secondary school teachers through the expert 9 persons, Phase 2 ; the study of current and desirable conditions of performance management and learning activities along with the ways to supporting competencies, Phase 3 ; the development of program for supporting performance management and learning activities of secondary school teachers through the expert 7 persons, and Phase 4 ; the study of using “The development of professional competency enhancement program for Secondary School Teachers in curriculum and learning management ”. The sample was 30 secondary school teachers belong to the office of the basic education commission of Thailand who live in Chaiyaphum Province. The instruments of research including: 1) the pre and post development test, 2) the under development test unit 1 - 5, 3) the test developed, and 4) the statistics used for the quantitative analysis were mean, percentage and standard deviation. The results of the study were as follow: 1. There were 5elements of professional competency enhancement for secondary school teachers in curriculum and learning management consisted of 1) There were 11 indications in construction and development curriculum, 2) Learning design had 19 indications, 3) There were 7 indications in child-center style, 4) 11 indications in using and development of innovation technology, 5) measurement and evaluation had 7 indications. The competency enhancement in curriculum and learning management included 51 indications. 2. Current conditions of the competency enhancement in curriculum and learning management, in overall were high level. Desirable conditions for development in competency enhancement in curriculum and learning management, in overall were high level. 3. There was 5 units consisted of 1) Creation and Development Curriculum 2) Design Learning 3) Learning to focus on the learners 4) Development and use of Innovative media technologies and 5) Measurement and Evaluation. 4. The finding of usage which was established requirement, can use in the schools. The result of usage in secondary school shown as 1) Teachers have more knowledge after development than before development, 2) Teachers have understanding more than before development, 3) the competency was higher in high level, and 4) the evaluation was higher in high level.https://edu.msu.ac.th/journal/home/journal_file/585.pdfTeacher competencycurriculum administrationlearning management
