The licensing, in this context, will only be possible if the municipalities meet the requirements demanded by the State’s Environmental Agency. One of them is the ecological and economical zoning (ZEE), a very difficult task to perform due to lack of technical personnel in the municipalities and the difficulty of integrating legal, inter institutional and scientific data to their realization. The Federal University of Rio Grande has drafted a proposal of ZEE to the 22 municipalities that together make up the southern part of the State of Rio Grande do Sul. After a technical meeting with professionals from various related subject areas, a methodology to be applied for the development of the proposal was defined. This includes the identification and characterization of basic territorial units with the aid of a Geographical Information System, for which shall be defined goals, guidelines, potential and usage restrictions, based on their vulnerabilities and/or environmental weaknesses. The regional mapping was presented at the scale of 1: 100,000 and should be used as a basis for further details on the municipal scale.http://revistas.ufpr.br/made/article/view/46044/29126ecological-economic zoningenvironmental licensingSIG
