It is focused on the conditions offered by the Program for the school and financial management, discussing influences and interferences for the school managers and pointing possible strengths and weaknesses after 20 years (1995-2015) of its implementation. The study highlights the need to increase the volume of additional financial resources from the Union to the public schools. The values transferred from the PDDE, even with their expansion in recent years, are still scarce and do not meet the real political-pedagogic needs. This can be considered as one of the reasons for the lack of real results in the improvement of the quality of the Brazilian K-12 education.
