The analysis relies on the multiple streams model and on the advocacy coalition approach, with network perspective as the background, understanding such approaches as promising to analyse the differentiated relationship pattern between State and social movements observed in the (re)formulation of the policies in focus. It also uses the ideas of state permeability and institutional transit, evidencing its proximity to the notions of policy entrepreneurs and policy brokers, associated with some of the analysed actors.
