The author examines unique traits and practical challenges charac terizing an expansion of Ukraine — EU scientific and technological cooperation with the aim of improving the efficiency of Ukraine’s national economy and optimizing its international dimension. Special attention is paid to problems of adapting Ukraine’s technological policy to European standards, and relevant specific proposals are formulated. The article maintains that today’s advances in informa tion technology and the openness of national economies as a systemdeterminant factor of models of international cooperation broaden the scope of information technolo gies. Since telecommunications and other hitech sectors are vibrantly evolving not only in highly industrialized states but also in East European and other emerging mar ket economies, a key challenge for Ukraine appears to be lending better efficiency and productivity to its na tional policy of introducing information technologies into its socioeconomic sphere.
