| Summary: | Depressed state of Russian economy in recent years, the unstable functioning of most regional social and economic systems in the conditions of increased uncertainty of the global economy makes strategizing of the development based on a new model of economic growth a highly important issue. It assumes the tasks of modernization and restructuring of the economy, as well as improving the quality of management. It is known that the solution of these conceptual target problems was suggested by the concept 2020, but the global crisis of 2007-2009 and other geopolitical factors in the post-crisis period pushed their implementation back. The results of 2016 show an adaptation of Russian economy to the difficult internal and external challenges. In this article, the authors analyze the strategizing process by the example of the “Strategy of social and economic development of the Kemerovo Region up to 2025”, as well as analysis comparatively the strategies for the development of the national economy, the Siberian Federal District and the region. Based on the study results the authors formulated and substantiated conclusions and recommendations to improve strategizing process and the effectiveness of strategic management of the development of social and economic systems.
