Planfor, reforma do Estado e acumulação flexível: tecendo fios invisíveis

In this paper we expose the prime revealing of a research that had taken the Plano Nacional de Qualificação do Trabalhador (Planfor) [National Plan for the Worker Qualification] like the subject of this analysis. We identify the relations between the Planfor and the process that reports the actual configuration of the funds reproduction and the Neoliberal State. By successive approach of exploring the inside contradictions of the plan in this research, it became evident two interventions: the link with the reform managerial of the Brazilian State, executed during the 1990 years and their relations with the privatization process of the public funds, in this case, the Fundo de Amparo ao Trabalhador (FAT) [Supporting Fund for the Worker]. Finally we conclude that the Planfor had the function like a tool for social regulation. organically bonded with the Neoliberal State and with the flexible regime of capitalist accumulation.
