Summary:The purposes of this research were to establish strategy of Hatsaifong district and to implement plans and to evaluate strategic plans after being undertaken. This Research and development applies qualitative analysis. This research tools were utilized a focus group discussion and in-depth interviews. The target groups comprised representatives of public sectors, private sectors and local farmers which total interviewee is 80 persons Content analysis was applied for qualitative analysis. The result of Hatsaifong strategy development can be able to develop 4 strategies, 9 missions, 26 plans, 73 projects and 73 indicators. The Result of implementation of strategic plan to practice found that strategic 1: to develop Hatsaifong district to be a prototype for manufacturing, 2 activities were undertaken 1) part-time job promotion for cultivation and promotion of agriculture. Strategic 2: to develop Hatsaifong to be a trade hub, 2 activities were undertaken online market and promotion of products. Strategic 3: to enhance entire tourism, 5 activities were undertaken 1) guidelines for complete tourism business 2) local guides development 3) tourism attractions press release 4) souvenirs and 5) infrastructure development. Strategic 4: natural conservation development with 3 activities undertaken 1) one tree for one man for rain for Laotian, 2) garbage management and 3) garbage arrangement by bio-fertilizer method. Evaluation of the implementations brings positive economic outcomes regarding tourism products, more incomes, tourism boom, environment protection and all participants in this project are satisfactory.
