In fact, the interference of the state through industrialization policy and administrative apportionments were unable to bring to end regional disparities inherited from colonial period. Western high plains, for example, are still not benefiting from development. Regional and country planning policy has accentuated the imbalances which begun during colonial period and yet, the approved efforts as far as equipment and Opening up.
