Summary:The subject of this paper is the analysis of changes occurring in contemporary public administration. Two dimensions of administrative activity were analysed: regulatory and confidentiality. In the regulatory dimension, an attempt has been made to demonstrate the role administration has today, pointing to the ways of thinking and the stereotypes which have dominated in scientific and professional circles concerning the government’s role in modern countries. The implemented reforms and their consequences were analysed and new solutions have been suggested. In the dimension of confidentiality, in particular, the example of the USA has been analysed and the possibility of limiting the growth of compulsion in administration which was caused by terrorist attacks on the USA. An attempt has been made to determine which institutions could set the boundaries related to the growth in compulsion in administration.
