Summary:Today the higher education institutions (HEIs) in Ecuador and other Latin American countries lack, within the area of administration, a basic methodology that promotes the short, medium and long term standardized development, measurement, control and monitoring of institutional plans. There is a need to design and implement a Strategic and Operational Management Model for the University of Milagro (UNEMI) as part of the Integrated Planning System, given that standardized, permanent evaluation is an intrinsic process that must produce the quality results based on measurable objectives and initiatives, and obtained through forms of assessment which quantify the achievement of stated objectives. It also reveals the lack of definition of processes based on ICT and information systems which would opti- mize the monitoring and control of programs and projects. Evaluation and monitoring are fundamental tools in strategic management and make it possible to measure the achievement of results. Without planning support tools, such as a: POA [Annual Operating Plan], PAT [Annual Technology Plan], PAC[Annual Procurement Plan] and PAI [Annual Investment Plan], it is difficult to accurately quantify the level of performance of this institution.
