Summary:The article considers the development of promising areas where libraries information resources could be used in order to determine the state of information security in Ukraine. The information and analytical departments of scientific libraries that carry out the analysis and processing of strategic information, are studied. The positive experience of the advanced countries in intensive use of methods of the statistical reporting and expert estimation of scientific potential of an institution activity, is analyzed. In Ukrainian practice, significant reserves to conduct researches may be involved due to a more effective organization of cooperation between libraries, which concentrate the main arrays of information, and scientific institutions, which are the creators of new scientific knowledge. In the field of strategic communications, changes in electronic digital communications have occured, and it allows to transmit information around the world at an extraordinary speed. Libraries, thanks to new opportunities, are turned into an integrated single whole, consisting of many different subsystems. Information and analytical processing of the data set of operational monitoring of indicators for information resources usage is essential to ensure the decision-making process of the online information system development. The scientific information produced today is subject to the general characteristics of the global information space development. And in this space the scientific and all other interests of the leading countries-globalizers are reflected. Undoubtedly, these interests find their place in the specific thematic and other interests of international publications, in the policy pursued in the formation of scientometric databases, in all other international structures organized to assess the effectiveness of scientific information.
